LIMA Team Presented with Proclamation by Board of County Commissioners

On Tuesday, May 19, 2026, members of the Law Enforcement Intervention for Mental Health and Addiction (LIMA) program were presented with a proclamation from the Clark County Board of County Commissioners in recognition of the program’s success over the last several years. LIMA is a restorative justice program designed to identify suitable candidates who have run afoul of the criminal justice system by committing low-level crimes and divert them away from criminal behavior. The 12-month, pre-booking program includes services that address substance abuse, mental health and homelessness among other challenges that impede participants’ progress toward a crime-free life.

L to R: LVMPD Director of Community Engagement Rachel Skidmore, SGT Joseph Enez, LIMA members Homar Carrillo, Angel Lash and Baron Bybee, and EJDC Specialty Courts Manager Lindsey Lee.

“WHEREAS, thanks to their passion and dedication, the LIMA program is changing the lives of individuals within the community for the better. We look forward to seeing Angle Lash, Officer Carrillo and Officer Bybee’s impact on our community for years to come.”

– Clark County Board of County Commissioners-

“The fact that the LIMA team received this recognition from Clark County speaks volumes about all the valuable work it does to prevent criminal recidivism. I am proud of our Court’s involvement in this effort.”

-EJDC Chief Judge Jerry Wiese II-

To be eligible for the LIMA diversion program, participants must have a substance abuse issue and be willing to engage in treatment services throughout their participation. Eligible participants must have no history of drug sales, drug trafficking, or sex offenses, and violent criminal history may disqualify an applicant.
